With the further reform and opening and the rapid development of market economy, China has been facing a profound social transformation, meanwhile all kinds of illegal and criminal activities have reached a new peak. The social security is now facing a great challenge. In this context, new forms and features of social management and community construction are therefore emerging. However, under such a transformation, there is a gap between the new social forms and new social management structures and the every-day implementations of the community police affairs by the public security departments. The gap has restricted the development of the community police affairs. Hence, in the construction of the community police affairs, the public security departments need innovations as well as traditions. They also need to explore new dimensions and methods in terms of constructing harmonious police-community relationship and implementing comprehensive management of police affairs and public security affairs. A new community police affair system compatible with the current social transformations in China is demanded and needs to be established as early as possible.This thesis introduces the basic concepts of the community police affairs. It reviews a broad range of literatures and popular theories from the perspectives of sociology, criminology and management science. At the same time, it summarises the histories of the development of community police affairs in China and the main features in each period of development. It then investigates the community police affairs in Shanghai, presents its main achievements and features, finds out its current problems and analyses the main reasons that might cause the problems. Furthermore, the thesis draws on the advanced experience of the overseas community police affairs to further analyse the inevitability of reforming and developing the community police affair system in our country. The analysis is made from the perspectives of social management during social transformation, community building and transformations of social relations. In the end, the thesis explores and suggests the practical ways in which the community police affairs in our country could develop.
