Research On The Reform Of Community Policing Based On The Shanghai ZS Police Station

Community policing,which is the reform direction of global policing and progress trend,is derived from the policing theory and organizational strategy,after the failure of modern mode and professional policing mode of Europe and the United States,shows the return of policing mode value,gives the new concept and connotation of traditional community policing,lifts out of the narrow path and reciprocating current police work to combat crime predicament.Community policing advocates through the establishment of a new equal partnership between the police and the public,will effectively prevent and reduce the problems caused by community crime as the main content of police work.Community policing stresses that the police and the community requires collective action on community governance activities,in order to build a good environment and improve the social security order.At present,police stations work as the carrier of the implementation of the community policing reform strategy nationally,but due to the uneven development of social and economic speed,system establishment,public security mechanism level,especially in the implementation of community policing concept,the process by the long-term impact of past experience of management,the problems emerge,which include cognition disunity,nonstandard mode,short-handed force,ineffectiveness,simple method,etc.Therefore,community policing reform become a mere formality and work in a passive way,against the original intention of community policing.As themost advanced and most fundamental public security organ,community policing can not meet the demands of the social development of citizen security and social governance innovation increasingly by the way of the traditional static control and the lags in response.As a result,traditional community policing mode is inevitably facing significant reform.This paper takes Shanghai ZS police station as a typical example of the local police station,based on the literature research method,supplemented by observation and interview methods,analyzes the current situation of the reform of the community policing in the grass-roots police station,and points out the outstanding problems in the current community policing reform.At the same time,learning from the Shanghai community policing reform measures and good experience of the developed countries,in-depth analysis of causes of internal and external factors that hinder the community policing reform,put forward to further clarify the community policing strategic position,coordination and integration of community policing,community policing,promote the optimization of community policing,science and technology innovation diversified into community policing channels and some countermeasures the police,in order to achieve work way change from management to governance,passive to active and reach the goal of “low incidence,good order,stable social,satisfaction of people”.
