In2010, the CPC Central Committee, the State Council issued a number of opinions designed to "increase urban and rural development efforts to further consolidate the foundation for the development of agriculture and rural areas"(China [2010] No.1), which for the first time included the concept of a "new generation of migrant workers".In recent years, the continuous progress in economic and social development coupled with increasingly frequent population movements of,"the new generation of migrant workers"-has gradually become an important component of the urban population structure section. These migrant workers have been more and more prominent in their role of social and economic life in the city.During the period of transformation of the mode of economic development, the migrant workers entered a critical period in the adjustment and optimization of the industrial structure in urban society. The new generation of migrant workers became a microcosm of the accumulated effects of various social contradictions and their negative impact on the social and political stability for the entire city. Perceived increases in the level of crime aroused more and more widespread concern.In this article, Putuo District of Shanghai is taken as an example, studying the formation of this new generational group and the background of its crime problem, using surveys, literature research, case analysis, comparative analysis and other analytical methods. The study shows a comprehensive analysis of the delinquency, and the causes of this phenomenon by applying psychological and sociological theories.Using this study, learnings from developed Western countries and some experiences from pilot provinces and cities, some effective countermeasures to prevent and curb the crime in the new generation of migrant workers are initially proposed.
