The relationship of China’s state-society has been the hot research spot of the eastern and western scholars. The study generally experienced the process of change from totalitarianism, the interest groups’ to the development of civil society and corporatism. Undoubtedly, corporatism now can been see as the most suitable theoretical model to analyze China’s current social situation. Therefore, author will use this research framework and adapt the method called case studies to study a new kind of social organizationsThere is some originality in its establishment. This social organization is formed spontaneously and voluntarily based on social management innovation, has always been controversial in the survival and development process. The origin of this controversy is the duality of identity as community organizations. It is often labeled as a "private non-enterprise units" and "government-run institutions" by its member units. At the same time, government enhances control of this social organization by the means of "foster and development", which makes it cannot formulate a clear position and direction during its the development.The focus of this paper is to study the interaction between social organization and government, member unit, in order to reveal the embarrassment and contradictory which are developed in the personnel appointment, scope of business and path of development. Based on these themes, author wants to represent state corporatism characteristics of China’s emerging public welfare societies, even the specific national and social relations characteristic of currant China in the context of social innovation.
