A Research On Corporatism

Countries in order to promote the institutionalization of the social groups to getthe game of the interests of social groups into institutionalized track, such a ideaconceived to be called “corporatism”. The key to the current Chinese rural problem isthat making farmers spontaneously establish a grass-roots organizations, not onlyconvey the will of the country to farmers, but also feedback the wishes of farmers tothe country. This also the application of “corporatism” derived from western. Therural grass-roots organizations with strong ability not organized strictly by hierarchyand specialization, but act as strong local organizations. The emphases ofestablishment of local rural organization are to supply the products of publicresources，to keep the stability and the order of villages. And the water conservancyconstruction is just the products of public resources and has localization, so it shouldbe the key to apply the “corporatism”. Township government is the public author ofwater conservancy construction in local community. But from the development oftownship government, we can see that lack of publicity is the first dilemma the ruralorganization act as corporation. The second dilemma is that the property right of waterconservancy has not been structuralized. The road of agricultural modernization in theframe of corporatism should walk under the background of civil society, and try tomake township governments and rural organizations law-based.
