Huangpu District, as the downtown of Shanghai, on one side, it’s housing and landing resources for economic and social development are highly scarce. On the other side, there are a lot of vacant old buildings and old factories in the area. Through real-estate resources integration mechanism, we can improve the quality and benefit of economic and social development. Also, this mechanism is beneficial to provide high-level public service. Real-estate resources integration mechanism is striving to improve the efficiency in utilization of economic resources. It is an institutional arrangement to achieve long-term, sustainable and stable development.Based on the examples of Huangpu District’s real-estate resources integration mechanism, after a review of the theory of CBD research, of government function in city planning, of city function zoning theory and resources integration theory, from a public management theoretical perspective, the author makes a research on the government function in the central business district real estate resources integration. Then,the author makes a Study of inheritance and innovation of the function of old buildings in Huangpu District, the type of functional integration of old buildings in Huangpu District, the guiding function of city planning and land zoning in the old buildings’replacement, the use of economic instruments to regulate the market and guide the enterprises to participate in the old buildings’ replacement, the use of legal means and administrative means of supervising the enterprises to participate in the old buildings’replacement. In the integration of the whole of the Huangpu District real estate resources analysis, the author gets the conclusion, and puts forward the policy suggestion.
