As the "backyard" of the United States in the traditional sense, Latin America hasplayed an important role in the the chain of the US global strategic interests. DuringWorld War II, in order to prevent the penetration of fascism to the region, the UnitedStates already began to implement assistance strategies in Latin America. However,after a brief peak of aid during the World War II and after, the aid to Latin Americahas gradually moved toward a near-decade trough. With the unrest in Cuba andgreat dissatisfaction show by the people of the Latin America, the United Statesgradually began to adjust aid policy towards Latin America. And in the KennedyAdministration, by the Alliance for Progress program the amount of aid has reachedits peak. Although it is claimed that the focus of US foreign aid is on the economicdevelopment of Latin America, but in fact the US itself is the biggest beneficiary.Politically, the United States use aid as a means to influence the policies of manyLatin American countries, so these countries will follow by the pace of the UnitedStates. On the economy, by restricting the use of US foreign aid funds and othermeans the money will finally flow back to the Americans’ pockets. Every year TheUnited States can earn high profits from Latin American countries. So, not so muchAmerican aid program is aimed at economic and social progress in Latin America, theUnited States concentrate more on its own political and economic interests. In theseassistance activities, the United States is the constant winner.
