A Study On The Obama Administration's Foreign Policy Toward Latin America

Due to the failure of the Bush administration's policy toward Latin America,the changes of geopolitical situation and the involveme nt of foreign countries in Latin America,and other factors,Obama began to adjust U.S.policy toward Latin America under the guidance of “Smart Power” Diplomacy Theory,in order to accomplish the layout in Latin America after he was elected American president in 2009.This paper starts from the perspective of “Smart Power” Diplomacy Theory to study Obama administration's foreign policy toward Latin America.By dissecting the theoretical guidance of foreign policy toward Latin America,teasing out the historical background of the introduction of policy,summarizing its policy content,analyzing its characteristics,demonstrating its policy effects and limitations,we can finally prospect the future of U.S.foreign policy toward Latin America and discuss the Trump administration's partial succession and local adjustment to Obama administration's foreign policy toward Latin America by taking into consideration of the current situation.In addition to the introduction and conclusion,the text is divided into four chapters.The introduction part introduces the origin of the selected topic,theoretical and practical significance of the thesis,overseas and domestic research status,the research method,the possible difficulties and innovation.The first chapter mainly discusses the related concepts of “Smart Power” as the theoretical guidance of foreign policy toward Latin America and analyzes the historical background when Obama administration's foreign policy toward Latin America was raised under the guidance of this theory.The second chapter summarizes the content of Obama's foreign policy toward Latin America and sums up the main features.The third chapter demonstrates the effect of U.S.policy toward Latin America and its constraints.Forth chapter sums up the Trump administration's succession and adjustment to Obama administration's foreign policy toward Latin America.The conclusion makes an overall review on the background,content,features,effects of implementation,limitations and summaries the conclusions of this thesis.
