After President Obama had visited to China and signed China-USJoint Statement, in Jan,30th,2010, Obama administration officiallyannounced to sell$90m-worth of weapons to Taiwan. In21st, Sep,2011,Obama administration thirdly passed three bills about military sales toTaiwan, which total sum to$5.852billion of congress. Within short twoyears, Obama administration had sold more than$12.2billion-worth ofweapons to Taiwan, which performance and scale remain high level inAmerican administrations.In the context of economic crisis was hitting global economic hard,U.S. was transferring its strategic center of gravity to Asia-Pacific region,China was committing to build new model of major-country relationsbetween China and the United States, why Obama administration is stillinsist on selling weapons to Taiwan even rather than other administrationsin scale, amount and performance of weapons? This paper will start fromthe historical origin of American military sales to Taiwan to analysisObama administration inherited from other administrations ‘policies ofTaiwan military sales. On the other hand, analysis strategy and domesticreasons of U.S. at the nation level by prospect theory. Thereby, we can get that what effects to China’s strategy to U.S. and Sino-U.S. militaryrelations.
