The new rising powers such as China and the American decline relatively are driving the transition of the current international system rapidiy. The Obama Administration cooperates with the new rising powers closely to deal with the area and global affairs under the background of international system transition, Sino-U.S. relations also becomes "the most important bilateral relationships in twenty-first Century".In order to avoid destructing Sino-U.S. relations, the Obama administration shows more cautious on issues of Taiwan and adjusting the policy towards taiwan in the balance of Sino-U.S. relations and US-Taiwan relations.In other words, the Obama administration continues to give Taiwan the supports of politics, military, diplomacy and other aspects and seeks more initiatives for the final solution to the issues of Taiwan actively in the premise of reducing the impact of Sino-U.S. relations and avoiding touching the bottom line of China. In the short term, the Obama administration’s Taiwan policy would contribute to preserving Sino Sino-U.S. relations, promoting the cross-strait relations and safeguarding the security and stability of East Asia. But in the long run, those adjustments are still contain a lot of potential risks and uncertainties. On the basis of combing the international system and state behavior theory, this paper discusses the backgrounds,contents, factors and influences of the Obama administration’s Taiwan policy and China’s coping strategies, for the sake of achieving a more clear and objective judgment on the Obama administration’s Taiwan policy.This paper is divided into five chapters:The first chapter mainly discusses the international system transition and it’s influences on state behaviors as well as analysis the change of America international status and adjustment of Obama administration’s Taiwan policy; The second chapter introduces the main contents of the Obama administration’s Taiwan policy from four aspects of politics, economy, military, diplomacy, studies the basic characteristics and future trends of the Obama administration’s Taiwan policy; The third chapter expounds various Influence factors of Obama administration’s Taiwan policy; The fourth chapter focuses on the influences of the Obama administration’s Taiwan policy on Sino-U.S. relations, cross-strait relations, U.S. Taiwan relations and the East Asia Security; The fifth chapter mainly discusses the countermeasures and suggestions,which are helpful for dealing with the Obama administration’s Taiwan policy adjustment and promoting the peaceful development of the two sides of the straits.
