The United States has been mired in the Middle East war for many years and ignores the maintenance of the order and weakens its dominance in the Asia Pacific region.With China's rapid rise and its commitment to sovereignty,its influence on neighboring countries has been constantly enhanced.At the same time,China proposed that the "One Belt and One Road" strategy and the construction of the AIIB(Asian Infrastructure Investment Bank),which impact the existing Asia-Pacific order that the United States has built over the years.Faced with the powerful rise of China,the United States began to adjust its diplomatic strategy.Immediately after taking office,Obama took the initiative to change the Bush administration's anti-terrorism strategy in Middle East and adjust its diplomatic strategy.Put forward the strategy of "Rebalancing the Asia-Pacific",that is,begin to withdraw from the Middle East,transfer more strategic resources and military forces to the Asia-Pacific region and enhance the military presence of the United States in the Asia-Pacific region.The United States Implementation of the "Asia-Pacific Rebalancing Strategy" can not be separated from the support of the Asia-Pacific allies,and the Obama administration reexamines the advancement effect of its allies on the U.S.strategy.By strengthening the alliance's close cooperation with other allies through economic,military and humanitarian assistance,the America's allies formed a new network of alliances in the Asia-Pacific region so as to maintain America's dominance in the Asia-Pacific region and prevent China from undermining its influence.Continuing to deepen the U.S.-Philippine military alliance is the core of the U.S."Rebalancing the Asia-Pacific" strategy.As an old ally of the United States,the Philippines have a profound foundation of their alliance and the geopolitical position of the Philippines is suitable for the U.S.strategic adjustment and promotion.Philippines serves as a supporting point for the United States to intervene and to maintain its military presence in Southeast Asia,which to weaken China's influence on the Asia Pacific region.And it together with other Asia Pacific allies of the United States,a stronger network of Asia Pacific Alliance will be formed to enhance the United States' interference in Southeast Asia.The United States to strengthen the US-Philippine alliance in the traditional way of assistance.In addition to giving Philippines economic aid,the Obama administration also increased the amount of military aid,increased the level of arms sales,provided arms and increased military exercises and training,which increased the level of military assistance to Philippines and enhanced the military deployment to achieve the United States' military presence in the Southeast Asia.By that the United States could frequently intervene in the South China Sea problem,curbing China's diplomatic strategy and sovereignty appeal,maintainingthe Asia Pacific order dominated by the United States.However,the United States is still under the strategic restraint of the Middle East and Europe.The domestic economic downturn and political problems affected the smooth implementation of Obama administration's diplomatic strategy.Philippines' s domestic problems and foreign transformation also affected the level of military cooperation between the United States and Philippines.These problems restricted the Obama administration's "Asia Pacific rebalancing" strategy,affected the ability of the Obama administration's military aid to Philippines and weakened the US-Philippine alliance,which reflected that attending to one thing and losing sight of another in America.
