The concept of Preventive Diplomacy was firstly introduced in1960by Mr. DagHammershold, Secretary General of the United Nations. But at that time the worldaffairs were dominated by the United States and the Soviet Union. Not so muchattention was paid to Preventive Diplomacy. With the end of the Cold War andin-depth development of multi-polarization, Preventive Diplomacy was greatly valued.In1992, Secretary General Boutros Ghali re-introduced Preventive Diplomacy in hisreport named An Agenda for Peace and formally recognized by the United Nations.Since then, Preventive Diplomacy got more and more attention and was put intopractice.ASEAN Regional Forum was a multilateral mechanism for security dialogue andcooperation established by ASEAN in the spirit of Preventive Diplomacy. Due to thedifference in the definition of Preventive Diplomacy and ways of conductingPreventive Diplomacy in Asia Pacific, ARF has made little progress in PreventiveDiplomacy and is still in the stage of ideology.The article is to make assessment on the future of ARF Preventive Diplomacy byanalysis of the development of Preventive Diplomacy in the framework multilateralmechanisms including the United Nations and ARF. It is also aimed to put forwardsuggestion on the choice of China to participate and exert more influence in thePreventive Diplomacy process. |
