The oceans are important material basis for human society’s survival anddevelopment. In modern times, the development and utilization of marine resources,safe and smooth maritime navigation not only directly affect human civilization andsocial and economic development, but also play a more and more important role ininternational politics. How to ensure maritime safety and make more effective use ofocean resources have become important content of national strategy and policies athome and abroad. Japan is encircled by the seas, with very limited land resources. Theresources for its survival and development directly come from the sea, or are importedoverseas via oceans. Moreover, the oceans are natural barriers for Japan in defendingforeign invasions, holding a decisive position in its national strategy.The paper studied the form, content, characteristics and deficiencies of Japan’s postcold-war ocean diplomatic strategy. It is divided into three parts. The first partanalyzes the concept and connotation of ocean diplomacy, discusses the connotation,form and development of ocean diplomacy, and summarizes the rise and developmentof Japan’s ocean diplomacy in postwar era. The second part analyzes the content andspecific actions of Japan’s post-cold war ocean diplomacy. Mainly includesenvironmental cooperation, marine law enforcement cooperation, combating piracy,and whaling diplomacy, etc. The third part discusses the characteristics anddeficiencies of Japan’s post cold-war ocean diplomacy.
