After the Cold War, as the world situation changes, geopolitics games and development’s needs after the Cold War, Japan participated in the construction of internationalorder. Economic diplomacy towards the Southeast Asian has always been Japan’s diplomatic strategy. The Mekong sub-regional, as an important part of ASEAN, is Japan’s economic diplomacy’s new focus under the new situation.This paper thinks that "Japan Mekong river diplomacy" began to dim formed from the early90s and has developed more than20years which made remarkable achievements. The Mekong river diplomacy is also in constant evolution and adjustment as changing in the international environment and domestic development. This paper will analyse the Japan Mekong river diplomacy focusing on five parts.The first part mainly analyses the Japan’s economic diplomacy towards Southeast Asia to reveal the one of diplomatic pillar——economic diplomacy’s historical origin and the process of change. This paper thinks reparation diplomacy is the beginning of Japan’s economic diplomacy after the second world war which made a new situation of Japan’s diplomacy and plays a key role for Japan’s economic development."Fukuda Doctrine" is an important transition in Japan’s economic diplomacy which represents a major adjustment of Japan’s economic diplomacy and beginning of pursuing political power status.The second part mainly analyses Japan Mekong diplomacy’s motivation, policy evolution and its characteristics. In the background of regional economic integration and China rising causing regional political pattern changes, pursuing economic interests and political influence, rebalancing China, adjusting diplomatic strategy and security requirements are motivation. As economic aid for the pilot, the mechanism of multilateral assistance cooperation,the normalization of bilateral high-level interaction and firstly developping key countries, promoting South South cooperation is the four greatest characteristic of Japan’s Mekong diplomacy.The third part is mainly to discuss specifically the Mekong river diplomacy’s implementation in relevant countries.To analyse from the national individual point of view to demonstrate its diplomatic influence.The fourth part focuses on the analysis of the influence of Japanese "Mekong diplomacy" from all the5countries.The fifth part focuses on the restricting factors of Japan Mekong foreign implementation’s process. The complicated international environment and the geopolitical game are the external factors of restrictions. There are mainly Chinese factors, India, the ASEAN and USA factors.Based on the post coldwar period of Japan "Mekong diplomacy" comprehensive analysis, we can know economic diplomacy has always been an important pillar of Japan’s foreign diplomatic strategy.It firstly put the economic assistance an most important role and then carry out comprehensively to cover politics, economy, security, values and so on each aspect. Japan’s economic diplomacy towards Southeast Asian has never been interrupted after the second world war. Japan is transferring the focus of economic diplomacy to the Mekong subregion under the new situation.This not only reflects the current trends in Japan Asia Pacific diplomacy strategy, also deeply reveals that the competition between Japan and China will continue. It is necessary to seriously study Japan’s Mekong river diplomatic strategy and implement more targeted and influential diplomatic policy towards Mekong region.
