Research On Equalization Of Basic Public Services In Harbin-Changchun Urban Agglomeratio

In order to master the equalization of basic public services in the Harbin-Changchun megalopolis,this paper takes 11 major cities covered by the Harbin-Changchun megalopolis as the research object and takes the main types of basic public services as the entry point.Through literature research method,comparative analysis method and empirical research method,this paper analyzes the change trend of basic public service equalization level and the difference of service level among cities in Harbin-Changchun megalopolis from 2016 to 2020.It is concluded that there are some problems such as the gap of basic public service level between provinces rises significantly,the difference of basic public service level in spatial distribution is large,the structure of regional service level is fixed and the driving role of core cities is insufficient.This paper tries to find the causes of existing problems from regional coordination mechanism,basic public service standard system,public service supply mode,inter-city financial capacity and economic level,equalization guarantee mechanism,and from perfecting regional coordination mechanism of basic public service,perfecting basic public service standard system,transforming government functions to build service-oriented government,improving regional transfer payment system and building foundation.This paper puts forward corresponding solutions from five aspects of service equalization guarantee mechanism,hoping to provide feasible solutions for promoting the equalization of basic public services in Harbin-Changchun megalopolis.
