Efficiency Of Equal Basic Public Services In Anhui Province Based On DEA Method Research

The equalization of basic public service smoothly, helps to balance regional development, adjusting income distribution, promote social fairness and justice and social stability and economic development. Anhui province is now in the critical period of rapid development, economic construction has made great achievements.By 2013 the province’s GDP reached 190383.7 one million yuan, in the period of the rapid economic development, how to narrow the regional gap and the equalization of urban and rural, ensure that the different regions, industries, sectors, interest groups, especially the protection of the fundamental rights of citizens and the living condition is the urgent task. Anhui Province, in most parts of the equalization of basic public services, investment, management and implementation can be said is still in the initial stage, there are many weak links, the equalization of the evaluation system is not yet established, these are important factors in determining the success or failure of the equalization. From the existing research and attention point of view, most of the focus on the government investment is increasing year by year, and the non equalization can improve output efficiency. In each area increased and the equalization of public service investment should consider how to improve the efficiency of the supply of public services in the same input, improve the output efficiency, governments at all levels must continue the supply of basic public service quality and efficiency of supply to ensure steady economic development and social long period of stability.DEA method is a kind of to use very widely has the unique advantages of efficiency evaluation method, it will yield of single input and the concept of the engineering efficiency of promotion to contain multiple input and output of effectiveness evaluation of similar decision making units, to a large extent avoid deviation because of various subjective factors, the simplified algorithm at the same time, have very strong practicability. Considering the previous studies on the efficiency of the equal basic public services in Anhui province is based on the years of data, or more study is based on the data of some cities, the span of time and space on the lack of continuity. To solve these problems, based on the equal efficiency analysis in Anhui province as the background, the application of DEA method is equal to the provincial input-output efficiency for empirical analysis.The first chapter of this paper (Introduction) firstly describes the research background and research significance, at home and abroad on the equalization of basic public services, literature review, research methods and ideas and innovation and deficiencies in this paper. The second chapter introduces the related concepts of the equalization of basic public services and basic theory. The third chapter introduces the basic concepts of the DEA method, such as decision making unit, production possibility set and two basic models, then the selection of the sample, by studying the existing, build for the equalization of basic public service index system of Anhui local, and mainly selects the primary data from Anhui Province Bureau of Statistics Yearbook, using DEA method of education, health care, public culture and social security four aspects of efficiency evaluation, finally come to the conclusion of the study. The fourth chapter is the practical problems existing in the equalization of basic public services in Anhui province are analyzed and summed up. The fifth chapter mainly from the functions of the government, the public finance system, several aspects of service supply system and the equalization of the evaluation system were analyzed, the factors restricting the equalization of basic public services in Anhui province. The sixth chapter put forward to promote the equalization of basic public services in Anhui Province, the development of policy recommendations on the basis of the fifth chapter, mainly including the establishment and improvement of the public finance system, improve the transfer payment, improve the supply system, strengthen the local government to establish and improve the incentive and restraint mechanisms and the equalization of service standards and evaluation mechanism.
