Research On Basic Public Service Equalization Level Of Liaoning Coastal Economic Belt

Equal basic public services are one of the important requirements of building aharmonious society. Along with the widening of income gap between urban and rural areas,between regions, between the groups and between individuals, the construction of Basicpublic service equalization target is an effective way to solve this problem. Liaoning coastaleconomic belt is a core of Liaoning province development zone, the development speedbetween the cities in the area is quite different, the realization of the equal basic publicservices is an efficient path of balancing development of the region. For this purpose, throughmeasuring the basic public service level of the Liaoning coastal economic belt, this thesis canbe treated as a material which can provide theoretical and practical support for the developingof the equalization of public service practice.Through deep research of the measuring theory of the basic public services equalizationlevels, we construct the comprehensive evaluation index system of basic public serviceequalization. Mainly by using the principal component analysis method, the absolutedifferences of regional basic public service equalization levels are analyzed. Throughclustering method grading, we use MapInfo software to get the spatial distribution of theLiaoning coastal economic belt equal basic public services level. By combining analysisresults and the graphic data, the thesis can analysis the cause of the differences of regionalbasic public service level. FinallyThe thesis can provide relevant Suggestions for the practice of regional basic public serviceequalization.In this thesis, the relevant conclusions are followed: From the comprehensive evaluationof the level of Liaoning coastal economic belt equal basic public services, we can draw theconclusions: Among the six cities of Liaoning coastal economic belt, there are four basicpublic services of city comprehensive evaluation value which are negative. It means that theyrevise the average state of the supply condition of basic public services negatively. They are,respectively, Dandong, Jinzhou, Panjin and HuLudao. The difference of the supply condition of basic public services in these areas is quite big, and it reflects an obvious characteristic thatis developed cities better than developing cities. The article can analysis from the viewpointof time: in2001-2005, Dalian, Huludao and Panjin’s comprehensive development level ofbasic Public service equalization are upward trend. Dandong, Jinzhou, Yingkou’scomprehensive development level of basic public services equalization present decliningtrend; in2005-2010, Dalian urban basic public services equalization level maintains steadydevelopment trend, meanwhile Dandong, Yingkou, Jinzhou and Panjin city equality of basicpublic service level show a trend of rapid development, the basic public service equalizationlevel in Huludao city presents downward trend; From the perspective of spatial, the article cananalysis that: From2001to2010, high levels of equal basic public services in the Liaoningcoastal economic belt concentrates in its middle part. The medium level of basic publicservices equalization distributes around the center. Low level of basic public servicesequalization lies in the outskirts of the city of Liaoning coastal economic belt. Throughout thelevel of basic public service equalization’s spatial distribution, it is observed that, itsdistribution presents the evolution of the core periphery’s code.
