From Emergency To Good-governance: The Research Of Constructing Emergency Communication System Of County-level Government

China has entered the stage of risk society,different types and size of the unexpected outbreaks take place in country,However,lack of thinking mode,emergency communication "loopholes" and other short-board constraints exist in the county-level government,thus emergency treatment effect is difficult to convince the public,At the same time the rise of emerging public opinion forces "persecution" county-level government attaches importance to emergency communication.The construction of country-level government emergency management mechanism needs to be based on the emergency communication system.From a simple government-led emergency treatment to the "official","people" collaboration of good governance,The construction of the emergency transmission system of county level government is very important to the change the governance mode of government and improve the governance ability,and has a positive impact on the handling of emergencies,the maintenance of government image and credibility,the protection of citizens' rights and interests and the construction of harmonious society.This paper uses logical deductive method and literature analysis method,and comprehensively refers to the theoretical knowledge of political science,public management,journalism,communication and so on.On the basis of drawing lessons from the news propaganda and public opinion coping assessment of Nanhai District.Foshan,this paper summarizes the practice exploration and experience mode of emergency transmission of Nanhai.And as a case leads to the effective operation of the county-level government emergency communication system,researching the communication thinking,institutional settings,talent construction,communication means,interactive platform,the effect of assessment mechanis m and emergency database which match to the contemporary communication environment,and the new government governance model in the theoretical.Further forming a government-led,multi-party participation in the cooperation of the county-level government emergency communication system,and promoting the improvement of the emergency transmission of county-level government,enhance the ability of emergency communication,and improve the effectiveness of government governance.
