The Organizational Changes Of Chinese Government In Information And Communication Technology Era

The development of Information and Communication Technology(ICT)has brought revolutionary changes to contemporary China's economy and society,and Chinese government is faced with more complicated challenges related.Meanwhile,Chinese government plays a role both as an active promoter in information society and as a progressive participator in digitalizing transformation responding to comprehensive changes.In the process,the government is taking organizational changes as a significant part of adaptive governance.China's adaptive capacity for governance is always seen as an essential reason for China's high-speed development Thus,in the Information and Communication Technology Era,how does Chinese government change its organization?What government reform logic can we tell?By reviewing the development of public sector reform theory,and presenting different perspectives of New Public Management,Public Value,Digital-era Governance and adaptive governance,this dissertation finds that previous researches on public organizational changes is pretty much attached to work outputs,or pay more attention to deconstruct the view of New Public Management,rather than analyzing government's organizational changes in an open system of ICT era.Therefore,this dissertation is devoted to portraying the characteristics of the ICT and dimensions of government organizational changes,and trying to establish the path between the ICT and government organizational changes.Thus,this dissertation attempts to integrate the technology-driven and organization-led factors,derive propositions based on the new theoretical premise,and construct a new analytical frameworkIn order to define the research period,this dissertation firstly analyzes the policy documents related to information in a historical way with Nvivio12 and decides to focus on period from 2011 up till now.Furthermore,based on the case-study way of theory construction,this dissertation carries a within-case analysis and cross-case analysis with a ride-hailing case and an administrative approval and service case corresponding to theoretical sampling and replication logic.In this way,the dissertation tries to plot the government's organizational changes in ICT era through both the technology application path and task environment pathThis dissertation concludes with the following:ICT has provided a new background and requirements for the government's organizational changes.Not only has the government applied its internal technology developed,but the task environment outside the government has also changed,thus forming two changing paths.The organizational changes are reflected in the two dimensions of organizational boundaries and organizational structure.By comparing the organizational changes of government on two paths,it is found that there are coexistence of decision-making decentralization and management centralized,the tendency of integration between departments is more prominent but with various forms,and the degree of authoritative concentration in the organization is enhanced,reflecting the process of integrating inherent needs of realizing technical value,with the leading logic of self-development.This not only reflects the initiative adaptability of the government facing the changes in the ICT era,but also reflects its stability logic of strengthening the authority order by grasping new opportunities of the timesThis dissertation attempts to portray the government organizational change,discuss its underlying logic,and explain the relationship between the characteristics of the ICT and the organizational changes of government,which not only helps to understand the adaptive governance in contemporary China with the background of the ICT,but also considers the public sector reform with this era.In this way,this dissertation complements the research on public sector reform,and provides policy implications on how Chinese government can promote the organizational changes in the ICT era...
