Beginning in the 1980 s, China start to follow the rule of law. Along with the social change, reform and opening up, our country becomes more progressive and perfect in economy, culture, politics and law area.When discussing the development of rule of law in China, our country gradually revealed some real problems. It has to do with our model to promote the development of the rule of law, it is hampered by a certain development for excessive emphasising on the government. This model can be achieved a remarkable achievement in a short time, but it does no benefit for the long-term development. Dominated by the government under the rule of law in China, we need send the law to the society by public power. This process may expand the government power. That is a threaten to the private rights of citizens.Our country is in a new government transformation period, the country of the rule of law mode must adapt to the long-term and stable development in the society. The main body of the rule of law is public, the current state must use the social forces to balance with the power of the government. So that we must increase the status of social organizations in the future, gradually formed the "third sector" to manage the social affairs which the government can’t handle.Only in this way, we can not only effectively solve the problem with the abuse of government power, but also activate social organization. Let the people join in the organization, to put forward his own opinions, greatly improving the effectiveness of the social management, as well as the rule of law to promote work more smoothly.So, the cultivation of social organization is the problem we need to think in recent years. Cultivating and developing social organization can not only balance the power of the government, increase the rights of citizens, but also implement effective social autonomy and national rule of law.
