Since the reform and opening up, Chinese society has experienced two transformations. One is the transformation brought by system innovation which transfers from the unit of society to a pluralistic society caused by the establishment of the market economic system. Two is the transformation brought by technological revolution which transfers from the industrial society to the network society caused by the revolution of information. The first social transformation lead to the change from ’unit person’ to ’social person’ and ’community person’ when individuals become independent members of society, new economic and social organizations exist, and develop rapidly. The second social transformation caused major changes of communication among social members when communication becomes more convenient, independent and open. Under this circumstance, the young people have become more open and active. Besides, the spontaneous formation of new social organizations which take the youth as the main body——youth social organizations emerged as the times requirement. As the first area of China’s reform and opening up, the social organization of youth in Shanghai began in about2003. After ten years of development, the number of youth social organization was growing, and exerted an important influence in the society, as an important carrier of contemporary youth ideological style, habits and hobbies. How to understand the youth social organization as the new thing? How to guide the youth social organizations develop healthily, orderly and stably? How to do the youth job outside the system in social management innovation background? These are some important problems in current youth work.The theory of civil society, raising the research upsurge in global since the90’s, and existing independently as the concept of the corresponding field theory without state intervention, has been discussed and cited as an ideal paradigm, and is favored by the theory for its unique perspective of two-dimensional relationship between state and society and the bottom-up analysis model. Lots of empirical research results emerged and formed the important effect on the society, and then, non-governmental organizations, the third sector, and other beyond the academic community concept were accepted by ordinary people. In author’s opinion, the civil society theory is the most realistic and epochal significance theory when study youth social organizations.In recent years, research with results emerging on youth social organization has caused more and more attention to academics and practitioners, but from the overall perspective, more researches are carried out for youth associations within the system, and fewer for youth social organization; At the same time, there is more work summary and status descriptions on youth social organization while fewer researches on the generating basis, trends and other theoretical studies; Put youth social organizations into the theoretical framework for Civil Society Studies, which nearly exist in domestic articles, and only occasionally in foreign.This paper uses the multiple perspectives research method. Investigations and researches are carried out on the Shanghai youth social organizations through literature research, questionnaire survey and case interviews. Combined with the author’s practical work, research literature on all levels of Shanghai Communist Youth League organizations are collected, the basic situation of the youth social organization is summarized, and101representative youth social organizations are analyzed. On the basis of investigation, examine the concept, origin and historical evolution of civil society theory, focusing on Hagel, Marx, Gramsci and Hagerman’s theory of civil society. The author study the current developmental situation with the latest achievements in the theory of civil society, analyze and judge the development trend of youth social organization, basically grasp the law of development of the youth social organizations in order to analyze the way to promote interaction between the Communist Youth League and the youth social organizations, and put forward some suggestions on Communist Youth league’s role and countermeasures in the development of Chinese civil society. These aspects are, not only innovations of this paper, but also which I still need in-depth study and improve the summary further in the future work.
