Currently, China’s strategic development of industrializationand urbanization leads to excessive demand for land; land in theconsciousness of people’s minds has been considered to befarmland. Actually it is not only this, because of the dual nature ofthe farmland, in agricultural land for non-agricultural purposes,the state has the ownership. In the land expropriation process, itwould inevitably lead to the contradiction of farmers with Landmanagement department and the grass-roots government. For thelow compensation, even interception and deduction in the processof compensation down trapping, due to their limited culturalquality of the peasants, they would take some extreme approach toseek their own legal rights and interests, starting from the originalcollective petitions, upgraded to a harsh violence, Which wouldbe extremely bad influence for the government, the state andsociety.Mass incidents of land expropriation have the problem ofrisk transformation, for the interaction of the hazard factors andvulnerability, which would lead to the risk disputes, risks underthe action of various factors is transferred mass incident. Wecould see this as the formation of the factors and factor chainleads to the occurrence of the event. The hazard risk factor whichcause to the land mass incidents are internal indirectly facter andexternal directly factor.The basic cause of the event is due to thefarmers’ legal rights and interests are harmed, from the point ofinterest game, no matter it is the interest relationship betweenfarmers and grassroots government, farmers and villageorganization or the farmers and developers, the ultimate victimsare farmers. The paper analyzes deeply from the risk factors andvulnerability, found that involves economy, system, culture,management, and other issues, according to these problems, putsforward the solutions to solve these problems, thus it is concludedthe governance strategy. In the industrialization, the urbanization strategy modewould increase the levy of land area largely; we can imagine thatthe number of mass incidents would also continue to increase forthe land trigger. So, this is a problem the country, the governmentand society need to solve. Only handle contradictions among thepeople properly, can guarantee the normal development.
