Study On The Behavior Of Local Government In Land Level Development

In1978our country city level is17.92%, in2013China’s city level more than52%. Since the over30years of reform and opening-up, the rapid development ofeconomy speeds up the urbanization process. The construction of city needs muchconstructive land, and the ground development is the basic work of city construction.First-class ground development is undertaken by government, in order to carry outthe national plan and society development plan smoothly, who make a requisition ofparticular grounds, remove houses, settle down residents and make compensation,construct some basic infrastructure to make the grounds “supply of water,electricity and road and leveled ground”, and then transfer them for pay.This paper studies the behavior of local government as an analyticalperspective, the government theory, public economics, public administration, landeconomics, public management, city planning theory as the research foundation, thestudy and analysis of the local government behavior in primary land development.The introduction part, mainly the research background and the research questions;the first chapter, the concept and theory of land development and the level ofgovernment behavior; the second chapter, the main presentation related content levelland development; the third chapter, the use of "government behavior","local publicgoods","public interest","interest groups" and "interest groups" theory, on thebehavior of local government land development in the analysis; fourth chapter,proposed to Songjiang District Sheshan North residential community level landdevelopment as a case, analysis, investigation, analysis problems; fifth chapter,discusses a series of problems in primary land development from the angle ofgovernment behavior, and puts forward the basic way of local government in thelevel of land development from four aspects, the first is to establish and improve thelevel of development of land law and system, the second is the function andresponsibility clear land development level of local government, the third is toperfect the supervision mechanism of local government land level the developmentof behavior, the fourth is the establishment of the social security system is along-term land acquisition farmers..This paper from the local government land development level of reality,through case study analysis, and find the existing problems, and explore the countermeasures to solve the problem, put forward to optimize the behavior of localgovernment land development level of thinking, put forward countermeasures andsuggestions. The significance of this research is: one is beneficial for localgovernment to regulate their own behavior in the level of land development, betterthe level of development of land; the two is beneficial for local government to therational use of land resources, land benefit maximization; three is beneficial for localgovernment to improve the development efficiency, shorten the development cycle,reduce cost; the four is beneficial for local government to stop the loss ofstate-owned land assets, reduce the probability of corruption; the five is beneficialfor local government to find and solve the level of development of land in theprocess of social problems and people’s livelihood issues.I hope that through this article elaboration and the research, experience to newurbanization in China to provide the first-class land development and theory.
