Shanghai prison system launched the flat management mode in2009. Thechange of management mode means the specialization of prison police should have ahigher standard. The specialization construction of Shanghai prison police is still inits primary stage and needs to be promoted to a higher level through effectivereforms.Firstly, the author introduces the background, characteristics of two levelmanagement mode, the connotations and criteria in the specialization of prisonpolice. Strengthening the specialization construction of prison police performs avery important practical significance such as adapting to the times, meeting theinherent requirements of prison work and performing their own duties properly.Secondly, the author investigates main problems and reasons of thespecialization construction through consulting relevant literature, papers and treatisepublished data. In terms of the external system, the author thinks that the system ofthe specialization construction of prison police has been absent for a long time, theprofessional organization and standard has not been established and the concretemeasures to promote the professional construction are vague. In terms of the teamstructure, the author thinks that the professional structure of prison police is notreasonable and the professional police force allocation is not scientific. The currentteam structure of Shanghai prison police can not meet the requirements ofprofessional construction. In terms of the post classification, the author thinks thatthe scientific post classification has so far not been established, the functions andresponsibilities of prison job are vague and the existing special posts have not beenhighlighted. In terms of the education and training, the author thinks that theinstructor’s own level is limited, the training model is too single, the training contentis rigid and the practical purpose of training is not enough. All these problems andreasons directly affect the improvement of prison police’s professional abilities. Interms of the incentive mechanism, the author thinks that the promotion channel of prison police is narrow and the occupation development space is limited.Thirdly, the author introduces the development status of professionalconstruction in main developed countries like Canada. The author thinks that thescientific post classification and correctional officer hierarchy has goodenlightenment to explore the specialization construction of Chinese prison police andis worth earnestly studying and use for reference.Finally, the author puts forward six countermeasures to strengthen thespecialization construction of Shanghai prison police. The first one is to perfect theexternal design of the system and the development plan of professionals. The secondone is to improve the recruitment and exits of prison police and further optimize theteam structure. The third one is to establish the post classification system which is inaccordance with the characteristics of Shanghai prison work. The author suggeststhat the prison police should be divided into leadership and management category,administrative affairs category, professional technology category and policetechnical category. The fourth one is to gradually establish and improve thecorrectional officer hierarchy of Shanghai prison police which is composed of prisonreconnaissance officer, prison management officer, penalty execution officer,education and correction officer and production operations officer. The fifth one is toestablish a complete prison police education and training system, which main bodyis the professional-post-training. The last one is to set up a classified performanceappraisal system, which core is the work performance.
