With the strengthening of our country's legal system construction,prison,as the national penalty execution organ,is playing an increasingly prominent role in the process of building the rule of law in our country.The state and the public will put forward higher requirements for the efficiency of prison work.Prison policemen implement the requirements of strict policing by the Party Central Committee,improve the level of law enforcement significantly,improve the actual combat ability and professional quality significantly,and improve the security level of the basic level of prison policemen significantly.However,there are still some shortcomings in the management of the prison police force:the knowledge and professional level of the police force in some places are backward;the awareness of clean government of a few police officers is not strong;the establishment of prison posts is unreasonable;and the lack of long-term training mechanism.Therefore,the grass-roots police in prisons should pay more attention to the reform of erime,learn from the advaneed prison management methods in foreign countries,improve the prison human resources management mechanism,and implement the various functions of prison reform.Through the human resources management of the prison grass-roots police,we can improve the comprehensive quality of the prison grass-roots police,improve the efficiency of the work of the police,promote the stable development of the prison,and also provide good development suggestions for other prison supervision.This research takes Chifeng prison as the main object,takes human resource management of grass-roots police as the main content,and takes "5P model,as the breakthrough point,introduces the related concepts of human resource management of grass-roots police in prison,and explores the current situation of human resource management of grass-roots police in Chifeng prison,including staff composition and grass-roots level,combining with "5P model" theory,environment matching theory and demand level theory.The liquidity and job satisfaction of police officers are discussed.The problems in human resource management of grass-roots police officers in Chifeng Prison are explored from five aspects:knowledge,selection,education,employment and retention.Through exploring the advanced human resource management cases of the police at home and abroad,we can promote the police professionalization movement from American prisons,improve the salary design of civil servants in Singapore prisons,establish a strict police training system in French prisons,improve the job classification management in Beijing prisons,establish a long-term effective training mechanism in Guangdong prisons,and implement a performance evaluation and incentive mechanism in Zhejiang prisons.Drawing lessons from Xiu's management experience and combining with the specific situation of human resources management of the police in Chifeng Prison,the police force will be promoted to develop in the direction of specialization.Based on this,combined with the "5P model",from five aspects of position design,personnel selection,performance evaluation,salary design and work enthusiasm,this paper puts forward the management countermeasures of grass-roots police human resources in Chifeng Prison.From the aspect of job design,we should classify and design posts according to the needs of grass-roots policemen in Chifeng Prison,and ensure the effective operation of job design system on the basis of defining post responsibilities;from the aspect of personnel selection,we should adopt multiple analysis to realize post distribution and choose reasonable ways of promotion and selection of grass-roots policemen in Chifeng Prison;and from the aspect of performance evaluation,we should determine diversified evaluation.The main body is to formulate multi-dimensional evaluation methods;in the aspect of salary design,effectively combine the results of performance evaluation to improve the salary balance;in the aspect of work enthusiasm,innovate various ways to motivate the police,innovate the training system,guarantee the effective operation of the evaluation system,and promote the modernization,scientificalization and standardization of prison management.
