In this paper, It first analyzes the characteristics of the rural credit cooperatives personnel bribery from the Angle of criminology, the bribery crime not only has common features with other departments also has personality. Its main feature is that the criminal subject is diverse and has the trend of "civilian", bribery industry significantly and centralized and so on. It secondly analyzes the cause of the rural credit cooperatives personnel bribery crime. From the cultural perspective it is due to the interplay between the traditional culture of the Confucian culture, the ranking of culture and the patriarchal ethics and western culture of money worship and hedonism; From the economic view it is caused by the deviation of the disadvantages of the economic transformation and differentiation; From the system point of view it is due to the imperfect corporate governance structure of rural credit cooperatives, insider control and the absence of sound supervision mechanism; From the individual point of view it is the expansion of the personnel to the individual needs of rural credit cooperatives, combined with the herd mentality, unbalanced psychology and the result of bad luck. Finally on the basis of the reasons it puts forward the related countermeasure. The priority is to carry on the moral prevention. It is to weaken the dregs of the traditional culture, strengthen the construction of clean and honest culture and the ideological education for rural credit cooperatives staff; Secondly it is to carry on the system of prevention. In the macroscopic angle, It needs to build the market economy and democratic political system of prevention in bribery crime; In the microscopic angle, it needs to reform of rural credit cooperatives from the external and internal governance structure and improve the system of audit and supervision. Finally it is the legal prevention. It needs to improve the components of bribery crime.
