Practical Research On Comprehensive Administrative Law Enforcement Of Yunnan Civil Transport Airport

Civilian transport airport as an important part of the national integrated transport,which is an important prerequisite for operational safety and security of civil aviation development,related to people’s life and property safety of the country.For historical reasons, the airport authorities from government agencies,public institutions to the corporate restructuring,the original executive power gradually stripped,but because of the particularity of civil airports, airport management as a corporate body in the actual management still has a part administrative authority.Executive power with the airport authorities in addition to the standard Airport Public Security Bureau has executive powers,and other administrative authority is not obvious, the sources of law are scattered in various laws and regulations, the authority as a source of fundamental law," The Civil Aviation Law" and given obvious.Yunnan existing airport12,ranking second in the country.May26,2011Eleventh People’s Congress of Yunnan Province by the23rd meeting of the Standing Committee," Yunnan civil transport airports Protection Regulations"(hereinafter referred to as the "Regulations"),on July1,2011onwards regulations to carry out the purposes of comprehensive administrative enforcement pursuant to civil transport airports region,strengthening its protection of civil transport airports to ensure the safety and orderly operation of civil transport airports,accelerate "bridgehead" strategy and " aviation province" objectives to ensure rapid and healthy development of Yunnan airport industry has a very important practical significance.In this paper, by law sources,properties,content,specific forms of airport management bodies with executive powers for analysis,combined with Yunnan Airport and other civilian airports in recent years practical experience in the exercise of executive powers, the administrative law formed within the scope of the relationship between civilian airport to sort out and distinguish between,on the particularity of the legal relationship of subject and object are classified,conduct discourse,seeking executive power exercised in a manner suitable for civilian airport.
