Safeguarding stability reflects the core characteristic of a country’s governance. It indicates the basic situation of a country and the orientation of the country’s political development. Safeguarding stability in China is an important task with Chinese characteristics. It is closely related to running and stabilizing the county as well as political development. Therefore, there are certain rules to be followed in terms of top-level design, system development and social inclusiveness. In fact, since China now is in a period of social transition, it is faced with a lot of contradictions and challenges. However, there is still improvement space in the aforesaid three aspects. The ruling party and government in China are equipped with sufficient resources and adjustment and control ability. As a result, there is few possibility of social crisis or political turmoil. Maintaining the social order is the characteristics of pursuing stability. And the improvement space increases the social inclusiveness and lays a foundation for social stability.At present, China’s opening-up and reform drive enters a key period featured by system adjustment, system reform and mechanism innovation. The stable political situation is challenged by the reform of economic system, the adjustment of social structure and social interest structure, the change of ideology, and the rising internal contradictions of people, mass incidents and complaint letters and visits. To change the mode of safeguarding stability according to the trend becomes a major historic mission for governance and political development in China. Top-level design, system development and social inclusiveness will help to improve the stability safeguarding in China and create a new chapter for China to safeguard stability.
