| China’s social organizations began to appear following the reform and opening up.With the reform of the economic system and economic growth,people have become more educated and more aware of civil affairs.The growing enthusiasm of the people to participate in political,economic,cultural,and other matters is accompanied by a more vibrant society.Against this backdrop,Chinese social organizations burgeoned and took extensive part in social issues such as politics,economy,and culture,constantly making contributions to social governance.Since the Third Plenary Session of the18 th CPC Central Committee,promoting the modernization of the national governance system and capacity has been established as a central guiding principle for national development.The development of social organizations has ushered in the golden era,as they play an ever more important role in the modernization of China’s governance system.As a natural consequence,academia is paying greater attention to social organizations.This paper focuses on the development space of social organization,and through the prisms of theories and practical experience,seeks to find the supportive and restrictive factors that China’s social organizations face in the terms of policy space and social space.This paper takes Shanxi Provincial People’s Mediation Committee for Medical Disputes as the case study,drawing on the latest studies of political science,sociology,and other relevant disciplines by researchers from China and abroad.Various research methods are adopted such as literature analysis,case study,and inductive analysis.This thesis consists of three parts: introduction,body,and conclusion.The first part is the introduction.The background and significance of the topic are demonstrated through domestic and foreign research results,research ideas,and methodology.Currently,the Chinese government gives precedence to strengthening and improving social governance as an important measure to promote social progress.Both the Chinese government and people are increasingly aware that the development of social organizations is part and parcel of building a modern socialist country,as is in line with the law of societal development.Therefore,in recent years,the state has formulated a series of major policies and strategies to foster the development of social organizations.Under the background,a golden age has been created for social organizations.The research results of domestic and foreign scholars on the development of social organizations inspire the research ideas of this paper and provide valuable materials.The theoretical framework of this paper includes state governance theory,new public management(NPM),and new public service(NPS).The innovative strength of this paper is analyzing the development space of social organizations from the perspective of individual cases.The second part is the core of this paper.Through the case study of Shanxi Province Medical Dispute People’s Mediation Committee,its past development processes are unpacked.An attempt is made to analyze supportive and restrictive factors the social organizations encounter in the actual development process through the dimensions of the policy space and social space encountered.Firstly,the development course of Shanxi Provincial People’s Mediation Committee for Medical Disputes is recounted,revealing the positive effects of social organizations’ participation in social governance.Secondly,based on case analysis,the paper summarizes the supportive factors of social organizations in terms of policy space and social space in the process of development.Finally,policy space and social space factors that restrict the development of social organizations are explicated.The third part concludes the study,i.e.the development of China’s social organizations plays an important role in promoting social progress,yet its development space at the policy and social levels meet with both support and restrictions.Finally,this paper provides thoughts on the development restrictions of social organizations in policy and social space and tries to put forward some solutions. |
