The Practice And Thinking Of Government Information Publicity At The Basic Level

Since the implementation of Regulations on the Disclosure of GovernmentInformation, China government’s organizational structure of information disclosurehas been fully established. Work system is been improved gradually, and muchprogress has been made. The right to know of the public is also effectively guaranteed.However, realistic problems still exist, such as lack of initiative of informationdisclosure, excessively dependent on the drive of administrative assessment, defectiveassessment system and ending up nowhere because many interests are involved, etc.At the same time, many social concerns are caused because information disclosure isencountering realistic problems like diverse public carriers and the increasing cost ofinformation disclosure because of opaque government. From the perspective of“emphasizing on practical operability and specific social benefit”, and based on thepractice of information disclosure at the grassroots level, combined with author’spersonal and work experience, this thesis researches and analyzes the current situation,problems encountered and improvement methods towards government informationdisclosure at the grassroots level, in order to benefit the public practice of governmentinformation disclosure at grassroots level. Compared with pure academic deductionand theoretical analysis, solutions proposed by this thesis are closer to the governmentinformation disclosure, especially the real situation of governments at grassrootslevel.This thesis consists of five chapters, namely the significance of this subject andproblem orientation, literature review and frame structure, historical study ofgovernment information disclosure in Wuxi New District, and highlighted problemsin practice of information disclosure and methods analysis of improving informationclosure system, respectively. Through the historical study of information disclosure inWuxi New District, and in-depth analysis of features in every historical phase andmain driving methods of information disclosure since the issue of Regulations on theDisclosure of Government Information, this thesis then finds out the key factorsrestricting information disclosure at grassroots level. It can be seen that the reasonsinfluencing the performance of information disclosure at grassroots level are mainlythe game between information disclosure and traditional concepts of public servants,staffing and quality structure are not able to disclose information, unreasonable designof information disclosure system at grassroots level, and other specific reason likehindrance of system and mechanism in development zone. Some of these reasons arehistorical, and some are new problems appeared in new system when implemented atgrassroots level. They need to be solved through long-term exploration and practice.Meanwhile, due to the impact of new media such as Weibo and Wechat, informationdisclosure at grassroots level also faces new problems in transiting thinking,constructing carriers and supporting systems. To solve a series of problems ininformation disclosure, it is necessary to insist developing top design andgrassroots-level innovation simultaneously, deal with the waves of new-techrevolution effectively, take advantages of information technology fully, and improverelated theoretical, technology and systematic innovation continuously. Governmentsat all levels should enlarge the force of information disclosure practice, promote the separation and independence between management and supervision departments ofinformation disclosure, optimize the promotion of information disclosure gradually,and disclose the work of key fields first. At the same time, it is also needed to takeadvantage of social organizations in information disclosure, integrate the concepttransition of government with wide participation of the public, combine it withtechnological revolution, and then realize the huge driving force of governmentinformation disclosure and promote the construction of government in sunshinecomprehensively.
