City, particularly the modern city, bears the economic elements, cultural elements andpolitic elements in society with concentrated population, active industrial and commercialactivities and advanced social development. As carrier for urban economy and socialdevelopment and realizing the public services, municipal public goods provide important basicfacilities and material insurance for urban functional realization, urban development and urbanchange. Meanwhile, closely related to urban residents, their growth is directly connected to therealization of social public interests, social public services and personal interest of social public.The supply, degree and efficiency municipal public goods of are significant topics concerningpublic life.Starting from theory introduction and focusing on reality, based on the background ofmunicipal public goods supply in Jinan, this paper aims to interpret the definition, features andclassifications of municipal public goods, make an empirical analysis on the supply andineffective performance through data collection and cases and find out the key factorsinfluencing the supply of public goods. Through use of public goods supply theory, this paperanalyzes the relations between public goods supply and the increasing continuously public needs,coordinate and consistent relations between municipal public goods subject and supply pattern,relations between municipal public goods supply and public attendance to explore supply pattern,operation mechanism, evaluation system adaptable to municipal public goods and effective waysto improve supply efficiency of municipal public goods and give some related suggestions.As a kind of special goods, public goods aim to increase public interests. They are publicand non-exclusive. It is impossible to exclude others’ enjoyment or possible with great costs.Meanwhile, with the special feature of publicity, pubic goods intend to satisfy public need,increase public interests and ensure the continuous social development. In academic field, publicgoods are connected closely to government. Generally speaking, they should be provided bygovernment. The government will, through system design, proper authorization, inspection andstimulation, realize the overall allocation of the productive elements and public resources andguide the private and non-profit organizations to participate in the supply system to form adiverse supply pattern in supply subjects and avoid the single supply pattern. Meanwhile, market system should be introduced into the domain of public goods directly provided by governments.Through such forms as agreement lease, government purchase, franchise operation andgovernment infusion, efficiency of allocation resources by government will get improvement,further the multi-structure in supply pattern will be formed and effect of public goods supply willachieve great increase.
