Along with the development of China’s industrialization and urbanization, a large numberof young adults to work in the city, rural labor force gradually transfer to the city, the ruralEmpty Nester appeared in large numbers, the traditional ways such as land endowment, selfpension, family pension have been unable to meet and adapt to the social development and theneeds of the old people, the rural old-age problem has become a social problem,which make oldman worried,children anxious and the government agonizing. In this year’s annual politicalsessions in beijing, pension issues once again become a hot topic., The Party Central Committeeand the State Council have attached great importance to the development of pension services,revised and promulgated a number of measures to cope with the crisis of "empty nest".This paper takes Bin zhou city as an example, we do a special research as to the ruralold-age problem of Bin zhou city. This paper firstly introduces the related theories, elaboratessome concepts and characteristics of the pension, and analysis the feasibility and necessity ofdevelopment of rural mutual aid pension. Secondly, I investigated the construction and operationof Bin zhou Rural happiness institute, understood the characteristics and running conditions ofthe happiness Institute in Bin zhou City, pointed out the problems and the reasons exciting.Finally, the article puts forward the corresponding countermeasures and suggestions to furtherimprove and enhance the works on the foundation of summarizing the domestic and foreign ruralpension’s experiences, points out that one is to strengthen the propaganda and guidance, changesthe traditional concept of old people; two is to build the rural mutual pension time bank; three isto make some ways to increase the intensity of investment; four is to innovate the service modelsfor meeting the different needs of the old people; five is to establish the rules and regulations,improve the internal management.
