From the micro level, there are huge number of deputies at the county level in China, they are directly elected by the voters, can better reflect the voice and the opinion of the people. So the study of deputies’ performance of their duties at the grass-roots level is more important, the improvement of the quality and ability of deputies to participate in the political process has the real urgency.n.
