Study On Land Law Enforcement Supervision In Dongying City

William Petty said："Land is the mother of wealth while labor is the father of wealth.” Among the fourfactors of production, land, capital, labor force and science and technology, land is certainly themost important one. Along with the acceleration of our country urbanization, the contradiction between supplyand demand of land resources becomes more and more prominent; the limited national resources with densepopulation severely restrict the economic development. At the same time, the excessive exploitation ofcultivated land seriously threatens China’s food security. In recent years, the State Council has tightenedland policy, strengthened land management regulation and control, safeguarded the land gate, promoted theintensive use of land conservation and has stuck to the red line of1.8billion mu of cultivatedland. However, it is the problem of illegal use of land activities despite repeated prohibition can not besolved, and even shows a rising trend year by year. There are more and more disputes, but the law enforcementbecomes more and more difficult while the weakness in land law enforcement becomes prominent.“Lawenforcement is difficult, and it is difficult to enforce land law”, which becomes a big problem for thegrass-roots law enforcement workers. In this paper, through the research on the basic theory of land lawenforcement, combined with the practical experience of law enforcement and supervision of land andresources in Dongying City, the paper strives to take the theory study as a foundation, aiming to see theessence through the phenomena, to eliminate the layers of dense fog troubled land law enforcement. With thescientific use of analogy, empirical, literature analysis, the paper tries to analyze deep-seated reasons of thecurrent land law enforcement difficulty, in view of the existing problems, and put forward thecountermeasures and suggestions.This paper, based on the basic concept of land law enforcement, tries to explore the lawenforcement basis of strengthening land and natural resources from the legal principle theory of law. The paperanalyzes the status quo and the current situation of serious illegal land law enforcement and supervision,taking Dongying city as an example, and proposes the suggestions on the legal construction, the design of thesystem, social environment and other aspects with an eye to the perfection of the law. There are analysis of"law enforcement difficulty" problem, rationalization of the system and mechanism, teamconstruction, technology use of long-acting mechanism exploration. The paper puts forwardreasonable countermeasures and suggestions, and through the good practice of Dongying City, hopesto provide some useful experience for the reform of land resources law enforcement and the perfection ofsystem.
