Research On Land Law Enforcement And Supervision In Taishun County

As the China economy develops rapidly,the demand for various project constructions continues to increase,and land resources become more and more important.Currently,due to the increasingly prominent contradiction between land supply and demand,illegal and irregular use of land has become more and more common.Since the revision of the Land Management Law in 1999,our country has continuously explored and innovated in land law enforcement supervision,land protection,law enforcement norms,and other aspects.The large-scale comprehensive law enforcement and administrative enforcement system reform which has been continuously promoted in Zhejiang Province since January 2022 has transferred some land law enforcement matters to townships,injecting new energy into land law enforcement supervision.However,due to the continuous increase in the value of land resources and the ongoing scarcity of land resources,the situation of land violations is still not optimistic.Therefore,it is still an important issue to continue to carry out theoretical research and practical exploration on grassroots land law enforcement supervision and strengthen the ability of our country’s grassroots land law enforcement supervision.This article takes Taishun County as the research object,studies the existing problems and causes of grassroots land law enforcement supervision,and puts forward corresponding countermeasures.Taishun County is located in the mountainous area in southern Zhejiang and is a key national ecological functional zone.Land resources are strictly protected and managed,and the scarce land resources available for construction projects have led to constantly intensifying conflicts between people and land,and the situation of illegal land use is also common.This article adopts a combination of theoretical research and practical investigation and finds that there are difficulties in implementing land law enforcement supervision,poor external environment for law enforcement supervision,and lack of effectiveness in the work of comprehensive law enforcement integration in Taishun County.On the one hand,this is due to the inherent flaws in the system and mechanism of land law enforcement supervision,the lack of administrative enforcement powers of land law enforcement departments,and the lack of quick and strong means of cracking down on land violations.On the other hand,it is because the construction of law enforcement teams lags behind,and problems such as insufficient personnel and lack of professional training still exist.In addition,there are also external factors such as poor external environment for land law enforcement supervision,and lagging behind in the reform of comprehensive law enforcement and administrative enforcement.To address these issues,this article proposes to improve relevant laws and regulations,optimize work mechanisms,strengthen the construction of law enforcement teams,create a good social atmosphere to support law enforcement work,and continuously promote the reform of comprehensive law enforcement and administrative enforcement.These measures can help enhance the law enforcement capability of law enforcement teams,crack down on land violations,and protect land resources.
