After 1949, the year of the foundation of People’s Republic of China(PRC), the mainstream ideologies of China are those of the collective of leadership of Communist Party of China(CPC). These ideologies have experienced variation due to the emergence of various social issues after 1949. The first generation of CPC leaders focused on people’s democratic dictatorship and didn’t ponder the issue of laws comprehensively. They leave us valuable experiences and lessons in the process of seeking the ways for the development of Socialism and leave us many problems worthy to be explored. The second generation of CPC leaders established theoretical bases for the ruling by law and for the construction of a state ruled by law, pushing forward the construction of institutionalization of Chinese laws. Since ruling by law was established as the basic strategy to manage the state in the 15 th National Congress of CPC, it has been implemented and promoted in practice. In the 16 th National Congress of CPC, General Secretary Hu Jintao put forward socialist ideology of ruling by law. In this National Cogress, ruling by law is established as an indispensible part to the political civilization and political civilization is emphasized with material civilization and spiritual civilization. In the 17 th National Congress of CPC, leaders of CPC proposed to carry out the legal publicity and to promote the spirit of rule of law. After the 18 th National Congress of CPC, the new generation of CPC leaders, to be specific, General Secretary Xi Jinping has proposed a series of new thoughts, new concepts, new judgments and new requirements, all of which contribute to the management of the state, the modernization of governance capability, and the construction of the government by law and of the country under the rule of law. The new generation of CPC leaders focuses on the Constitution and integrate ruling by law and the construction of the country under the rule of law as into governance system and capability. They emphasize the integral promotion of ruling by law and the practice of ruling by law. The historical development of mainstream ideologies is closely related to the development of Chinese modernization, the prosperity of China, the construction of democracy and revolutions. To further promote the policy of ruling by law and the construction of the country under rule of the law, we need to further emphasize the lead of CPC and follow the way of the modernization of socialist rule of law with Chinese characteristics by revolutions. |
