The security management work of the products is always an important problem of the fishery corporation. In recent years, illegal fishing inside the sea area has become one of the most important problems. This has led to a serious affect on transportation of vehicles across the sea and a large pecuniary loss of the fishery corporation. But it is a difficult problem to obtain evidence in the process of law enforcement. So there is no time to delay to strengthen the management to the ships. To solve this problem, embedded supervisory system has given us the scope to develop and to use the technology to manage the fishing work of the fishery corporation.Along with the development of embedded system, general packet radio service (GPRS), geography information technology (GIS), global position system (GPS) and radar technology, how to use these up-to-date technologies to enhance the function of the supervisory system has become more and more important. This paper is built from a real system that monitors the location of ship. The system based on the modern embedded technology chooses the S3C44B0 processor as the core platform and UC/OS-II as the operating system. The processor is connected out with GPS module and GPRS module and it has been tested with the written software. By analyzing the error of the data got by GPS module, the differential positioning arithmetic is used to correct the error. Using this arithmetic, the precision of the data is raised a lot. JAVA, which is widely used as a programming language, is used to develop the central supervisory software which implements different kinds of operation like the GPS data analysis and saving the data etc. For further improvement, system test has been carried out and the result has been analyzed. This paper has ended up with all the implementations and future prospect of the project.This system has included all the requirements of the project and it has passed the preliminary test. The system has many excellences such as high transportation speed, low operation cost, and so on. It can be used in many other fields. Especially it is fit for frequent little data transportation of supervisory system on the vehicles.
