Evaluation Of Land Consolidation Effects And Its Application In Ningyang County

The use of the land in our country is under the pressure of the increase of population and the economic construction. Land consolidation is an important way of coordinating the relation of the men and the land. Doing research on the effect-evaluation of land consolidation have important meanings on advancing the theory of land consolidation and standardizing and guiding the practice of land consolidation. This article did profound and systematic research on this domain and established a scientific index system of the land consolidation effect-evaluation. Then it reckoned the Preemptive priorities of these indexes based on AHP and set down the standard of score. Finally it applied this system to the items in Ningyang county in order to check it so that it provided scientific standards and quantitative basis for the evaluation of the effect of the land consolidation.By the deep and systematic research on the principles and methods of the land consolidation effect-evaluation, we think that the effects of the land consolidation include economic effects , social effects and ecological effects. The methods include quantitative evaluation and qualitative evaluation.Economic effects-evaluation is the important index to reflect the benefits of investment in the land consolidation. Its primary contents are the analyses of the import and the export in the land consolidation. It includes 16 indexes, such as the output increase of the farmland , the ratio of investment and benefit. Social effects-evaluation is the important index to reflect the continual development of the society. Its primary contents are the influence and benefits of the land consolidation item's construction and operation. It includes 12 indexes, such as the increase of the agricultural productivity , the increased population of the people who obtain employment. Ecological effects-evaluation is the important index to reflectthe continual use of the land. Its primary contents are evaluating the effects of the land consolidation on the optimizing the ecological structure and improving the ecological environment. It includes 14 indexes, such as the percentage of the green plants, the change of the small climate.After establishing the indexes, we reckoned the Preemptive priorities of these indexes based on AHP. Then we set down the standard of score according to the actual effects caused by the variation of every index after the land consolidation item. So we established a scientific, systematic and practical index system of the land consolidation effect-evaluation and provided scientific standards and quantitative basis for the evaluation.After establishing the index system, we applied this system to the items in Ningyang County in order to check it. By collecting the materials and factual investigation, we got abundant data and applied them to the established system. Then we reckoned the score of every index and every item. We found that the land consolidation items in Ningyang county got very great achievements on increasing the area of cultivated land and improving the productive conditions, so it provided very wide space for the agricultural development in Ningyang county. But there was deficiency in the land consolidation that the contents of the items were very single. In conclusion, there is very large potential of the land consolidation in Ningyang County. Integrated land consolidation and all-around development should be paid more attention to.By applying the system to the items in Ningyang county, we found that the established index system of the land consolidation effect-evaluation could include all contents of the land consolidation and reflect the actual effects of the land consolidation item accurately, so it is scientific and dependable.
