Land is the most basic natural resources for human survival, which plays an irreplaceable role in social and economic activities. Increased population with the decreased arable land, poor quality of cultivated land, as well as scarcely arable land resources make up China’s basic national conditions. With the rapid economic development of our society and the growing demand for construction land, wantonly occupation of arable land has become increasingly obvious. In order to alleviate the contradiction between protection of arable land and economic construction, there has been proposed the dynamic equilibrium of the total arable land of strategic thinking. In this context, land consolidation has been considered to be the way to achieve the dynamic equilibrium of the total arable land. With the further application of the study for land consolidation, it becomes the best choice both for promotion of resources and environment and coordinated development for economy and population, as well as food security.This article takes Dan ling as the research object, using analytic hierarchy process to establish the potential of land consolidation evaluation index system and multifactor comprehensive evaluation method to macroscopic evaluate the land consolidation potential, then building the land consolidation benefit evaluation index system before and after the land consolidation in the study area using fuzzy comprehensive evaluation method to analyze the economic benefits, as well as social and ecological benefits. Conclusions are as follows.(1) Analysis of land use status shows that:Agricultural land makes up the major part in the study area, and there are higher rates for land reclamation,land utilization and forest coverage, but larger differences in land use structure. Moreover,a lack of reserve resources of cultivated land, lower efficiency of land use as well as the unreasonable layout of urban and rural construction land layout are some of the more prominent issues.(2) Analysis of the land potential shows that:The land consolidation potential in Dan ling is not high overall, in the mid to upper level, which indicates that land use there does not meet the most rational and efficient status, but belongs to relatively extensive use. There is still a large potential to be tapped in the current economic and social conditions. In addition, it has reached a certain height in Dan ling for the land level of construction, the extent of land use and land consolidation, but still not fully developed for the land potential. Furthermore, neither the land investment level nor the output is high, and urban land use intensification performs a low rates at the same time.(3) Analysis of the benefits before and after the land consolidation shows that: Differences are significant before and after land consolidation in Dan ling, which are lower before, while significantly improved later. The greatest change should be economic benefit of land consolidation, which is at an increase of40.70%; followed by ecological efficiency-31.16%; and finally is the social benefits-an increase of23.40%. Benefit change of land consolidation indicates that it has driven market investment and promoted industrial upgrading, which, absolutely, has also improved the level of soil fertility and yield increased so that farmers’enthusiasm for production has been greatly promoted at the same time. To sum up, ecological environment in Dan ling has been well governed and buffered by rural land consolidation planning to reduce the load on ecological environment,having achieved the goal of improvement for comprehensive benefits on the whole.(4) Suitable land consolidation measures for the study area have been put forward. With the improvement of management system for land consolidation, specification of market-oriented operating mechanism, optimization of incentives mechanism together with construction of capital circulation system, it benefits land consolidation in Dan ling towards the development of healthy and sustainable direction and also contributes to the land consolidation work by providing scientific and rational theoretical support and planning measures. |
