Effect Evaluation On Rural Land Consolidation In Songnen Plain Of Heilongjiang Province At County Level

Cultivated land as the most valuable resource in China, there is a high proportion of medium-low yield farmland and soil degradation and irrational land use structure, which is not conducive to China’s "three rural" development and the integration of urban and rural development. Land consolidation is to improve the quality of cultivated land and ecological environment of cultivated land, it is also an effective way to transfer the cultivated land use and land structure. Rural land consolidation as one of the main types of land consolidation, has the function of regional regulation, directional regulation and timing regulation to cultivated land use, production and living conditions of farmers, cultivated land ecological environment. Heilongjiang Province selected Songnen Plain as the key construction area by the opportunity of constructing the demonstration province of rural land consolidation. It plays a positive role in promoting the construction of agricultural modernization and constructing million mu of high standard farmland ecological in Heilongjiang Province. Thus, studying on the effect of rural land consolidation and exploring the problems existing in the process of land consolidation is of great significance for carrying out the rural land consolidation scientifically and reasonably in the future.This paper makes a systematic summary of the study on the evaluation of land consolidation based on understanding the history of the development of land consolidation both domestic and abroad, expounds the connotation of the effect of land consolidation, analyzes the basic characteristics of rural land consolidation of Songnen Plain, constructes the evaluation index system of land rural land consolidation according to the key factors of rural land consolidation, uses the fuzzy comprehensive evaluation model to evaluate the effect of rural land consolidation, explores the problems of rural land consolidation and puts forward the countermeasures and suggestions through the evaluation result.The main conclusions of this paper are as follows:(1) There are 27 counties to carry out rural land consolidation in Songnen Plain, Heilongjiang Province. The number of projects is 82, the number of counties where carryied out the rural land consolidation projects ranged from 1-3 is 17. Quantity allocation of rural land consolidation projects in counties is related with resources natural endowment, economic base and social factors.(2) The total construction scale of rural land consolidation in Songnen Plain is 262,300 hm2, the average value of the construction intensity is 1.13 and the construction intensity in most contries is below the average levels predominate. The construction intensity presents the distribution characteristics of "high in east-west direction and low in north-south direction". At the same time, the total investment of rural land consolidation in Songnen Plain is 4.2 billion, the average value of the construction difficulty is 1.64 wanyuan/hm2. The construction difficulty in most contries is below the average levels predominate, the construction difficulty presents the distribution characteristics of "high in northwest-southeast direction and low in northeast-southwest direction".(3) The overall effect of rural land consolidation in Songnen Plain is in third class, but there is the potential to enhance the level, while the membership between countries varies a lot. The countries which achieved third class are dominant from the perspective of the number and the construction scale. The plain effect is because of the poor foundation conditions, the transformation difficulty and the slow efficiency in Songnen Plain. The differences between countries on membership of rural land consolidation effect is caused by the basic conditions, construction scale, investment and construction content.(4) The single effect of rural land consolidation has differences between countries in Songnen Plain, and it has potential to enhance the effect on guarding the foodstuff safty, utilizing resouse optimally and intensively, improving the living and production. In single effect, except the effect of improving the production and living conditions which is in second class, others are all in the third class. On theory, the single effect of rural land consolidation has improvement potential except in the aspect of protecting ecological environment.(5) The rural land consolidation in Songnen Plain in Heilongjiang Province has some problems, such as construction intensity is not high, the effect is not good in some areas, the effect of rural land consolidation has low systematic, the effect is low computational and the effect of protecting ecological environment is not high. For these problems, this paper suggests that we we should strengthen the construction of rural land consolidation in the Songnen Plain in Heilongjiang province, promote the balance development of rural land consolidation in different parts of country, promote the development of rural land consolidation to integrated, build a stable strategy of rural land consolidation and develop the rural land consolidation to greenization.
