Study On Sustainable Development Of Industrial Cluster In Our Country

These years, the phenomena of cluster is found in the such south areas in our country as Guangdong, Zhejiang province. These clusters have the character of specialization production, and most factories belong to family factory on country town. The quick development of them provides much employment chance and drives the local economy development, but during its' development course, the problems of excessive competition and short lifecycle exist, and how to enlarge cluster's lifecycle and realize the sustainable development remains a question needed to be solved urgently. This paper exploits these questions.Firstly, definition and extension are provided. Author thinks industrial cluster is the aggregation of enterprises and associated institutions which are close in area. Theses enterprises and associated institutions involve one industry, and they are connected because they are common and complementary. The Industrial clusters in our country can be divided into three kinds, one kind is high-tech Industrial cluster, industrial cluster dependent of big enterprise and the other is local traditional industrial cluster. This paper makes the latter kind research object, and exploit how to realize sustainable development economically.In the following, this paper introduces and expands the theories about sustainable development of industrial cluster. Fistly, the theory of cluster's lifecyle lodged by Tichy, the Austria economist, is cited to depict the characters of local industrial cluster in different lifephase. Then, the paper lodges that procession innovation, production innovation, function innovation and industrial chain innovation should be realized in order to avoid cluster's petrify phase and achieve cluster's sustainable development. This innovation not only depends on the mechanism of competition and cooperation but only the soil which gestates it, the regional innovation circumstance. The guild and government are the two bodied providing circumstance. On the basis of these analysis, the model of sustainable development of industrial cluster issummed.After that, this paper has an analysis about industrial cluster in our country. By the difference of regions, the general situation of industrial clusters in the province of Zhejiang, Guangdong, Jiangsu, Shandong; and especially, weaving clusters in our country are analyzed. Later, two patterns of development of our industrial cluster are summed which include the endogenetic Industrial cluster oriented in specialization market and extroversion economic processing Industrial cluster, and material examples are given to explain two patterns.This paper takes the most successful industrial cluster, Italian cluster, for example to have an analysis with our clusters. Firstly, the general situation and successful experiences about Italian cluster's sustainable development are introduced and some revelation are summed up to induct our cluster; fatherly, taking Italian tile cluster-Sassuol cluster for example, analysis is had between it and tile clusters in our country which points out the obstacles to our cluster sustainable development we face.Finally, the existing problems and countermeasures of our Industrial cluster are studied. In the course of our cluster development, the following questions remains-enough attention to industrial cluster hasn't been paid to; the advantage of our' cluster is weak; there isn't truly cooperation and innovation; the division of labor is not impact, etc. Aiming to these questions, This paper holds that good circumstance in favor of innovation should be created to prolong the life of cluster. The establishing of this circumstance on the one hand depends on perfection the function of guild, on the other hand, government should establish systemic cluster policy; build the common sale organization or encourage the labor collaboration to realize function innovation.
