In recent years, with the increased of the focus of the Issues of agriculture,and the change of the idea of rural development, the rural development has beenunprecedented attention. However,due to the special economic and politicalenvironment in rural areas as well as the impact of traditional, rural economic andsocial development is still depend on the village cadres in largely. At the sametime, accompanied with the functions from administrative to service, the villagecadres also play the special role in rural development.At the same time, because of the imbalance in regional development,regional difference is also very obvious in our country. The regional rural as wellas the same area between the different rural developments also vary. Compare toother regions,the middle underdeveloped areas with a certain degree of strengthand potential of economic development, with adequate resources and labor, staffmobility, and so on, but the villagers’ ideas are still more conservative, and thepoor information, as well as other comprehensive factors lead to slow in economicand social development, and the role of village cadres in the region does not reallyable to play, so it also more need the village cadres to play a role and a positiveaffect,and the development of the region is also depends on the greater extent ofvillage cadres. However, the incentives of our village cadres have many problems,the role of double agent make them not only the national macro-policycommunicator and the executioner, but also the self-interest defenders of themajority villagers. They are not only the managers of the rural, but also theleaders and beneficiaries. The special status and the objective environment of themiddle underdeveloped areas lead to differences in psychology and motivation ofvillage cadres, it also make them have the characteristics of advanced andbackward of both, the pursuit of profit and honor of both, etc, and thus have theeffect of the incentive of the village cadres.The seven towns,31administrative villages and62village cadres of Yuanping of Shan xi Province take part in the survey, the survey from the satisfactionof the status, the degree of pressure affect and the degree of influence of the power to analysis the incentives of he middle underdeveloped areas. From thespecial social environment in rural areas, special management system of thevillage cadres, and the less developed regions of the objective conditions of themacro level, as well as existing incentive concept in the region, incentives andincentive system to analysis reasons for this situation, further analysis the currentstatus and defects in undeveloped areas of the village cadres. At last, we will buildthe incentive model of the middle undeveloped areas of village cadre’s base on theanalysis.Through analysis the process of the main incentive, incentive object,incentives, incentive task as well as the incentive coefficient, we will use fiveaspects of specific to solutions the problems,such as external rewards andpunishments, logistical support, policies and regulations, job evaluation and selfdevelopment.In the end, we will try our best to improve the incentives of themiddle undeveloped areas of village cadres and to stimulate the enthusiasm of thevillage cadres of the underdeveloped areas.
