Study On The Strategy Of Heavy Industry Priority Development And Industry City Development During The Initial Stage Of New China

Since the industry of China before 1949 developed lowly, the industry configuration of cities before 1949 developed abnormally, and the regional composition of city industry uneven greatly, the government of new China which regarded Soviet Union pattern as their own socialistic direction established the strategy of heavy industry priority development and made capital, hinterland provinces capitals and cities with rich resources as the important carrier of the strategy, to develop economy quickly, balance regional composition of city industry and guarantee the national safety. Thus, our government newly built these cities, extended them and improved them designedly.The strategy of heavy industry priority development established the base of the socialistic industrialization, which supplyed the industrial cities with development space and dynamic sustainment. Those actions not only accelerated the development of urbanization, transformed the structures, function, mode and style of cities, but also made new development pattern of cities. There were many main characters on the industrial arrangement in cities from 1953 to 1957, as follows: economization of cities' function, extending scale of cities swiftly, new cities in many industrial mode, equilibrium of cities in space arrangement, the building and scheming of the cities .Because of the diversity of industrial arrangement in mode and quantity from 1953 to 1957, there took on many characteristic development mode in newly building and extending cities as large or common model. New industrial cities grewrapidly caused by investment in government fund and industry arrangement, those extending cities were reconstructed fast followed heavy industrial arrangement as well. Compared with the two former, common extending cities took on development and renewal in some degree, because of quantities and scales and kinds in cities.The mode, oriented by the strategy of heavy industry priority development, made great changes of the development of cities in China. Those achievements made new base for the development of Chinese cities in the future.
