Under the "new normal" of China’s rapid economic growth,China proposes to "achieve sustained and healthy economic development" and "adhere to the core position of innovation in the overall situation of modernization".Therefore,administrative regions have proposed to change the mode of economic development,upgrade the industrial structure,innovation driven transformation and development.However,due to different natural endowment and industrial base,different regions can adopt different policy means.Therefore,how to realize the "transformation of economic development mode",how to implement the "innovation driven development strategy" and how to evaluate the results of economic development have been widely concerned by scholars.Although there are many studies on the quality and mode of China’s economic development,not many studies have noticed that the dynamic process of economic development has phased characteristics,and there are fewer studies on the stage of economic development under the background of innovation driven.Therefore,this paper introduces the development stage theory into the measurement of the level of cities’ economic development in China.Based on the Theoretical framework of Porter’s economic development stage,this paper studies the evolution and characteristics of development stage in a larger sample and a more subtle level of cities.We explore the driving mechanism of the transformation of economic development stage from the perspective of cities themselves and space.This paper introduces the development stage theory into the measurement of the level of economic development in China,divides development stages under the framework of Porter’s economic development stage theory,studies cities with a larger sample and more subtle,and explores the driving mechanism of economic development stage transformation from a spatial perspective.Based on endogenous growth theory,innovation theory,industrial structure optimization theory,urban and rural coordinated development theory,Marxism opening-up theory and sustainable development theory,this paper analyzes the connotation of economic development from five dimensions of the new development concept.After that,we use Chenery’s economic development stage theory and Porter’s economic development stage theory to analyze the reality of China’s overall economic development.It is found that China has entered the later stage of industrialization described in Chenery’s theory,which has the characteristics of the innovation driven development stage of Bert’s theory.In addition,based on the spatial polarization theory and Flying Geese Paradigm,this paper argues that the transition of cities’ economic development stage in China is influenced by spatial factors.At the level of empirical research,this paper takes 280 cities in China’s mainland as the research object,uses the panel entropy method to construct the evaluation system of regional economic development level suitable for "prefecture-level city" economic unit.On the basis of analyzing the economic development level of China as a whole and cities,k-means clustering method is used.According to the characteristics of cities’ development,cities’ economic development stages are divided,and the spatial differences of cities’ economic development stages are analyzed from the perspective of regional differences.At the same time,decision tree algorithm and Moran index are used to analyze the driving factors and spatial driving mechanism of cities’ economic transformation.The conclusion of this paper shows that since 2003,China’s urban economic development has followed a development stage evolution path of "production factor driven","investment driven preliminary development","investment driven progressive development" and "innovation driven",with the characteristics of spatial differences.The core driving force for the upgrading of the stage of economic development is innovation output.There is a dynamic relationship between innovation development and green development,promoting the development of other dimensions together with the results of economic growth.However,cities may have path dependence on economic growth,which will inhibit innovation and green development in the short term.At the same time,the transformation of urban economic development stage in China has spatial correlation.Cities interact with each other through innovation spillover effect and foreign trade agglomeration.Based on the conclusion,this paper puts forward policy suggestions.While ensuring economic growth,cities should vigorously promote innovative development and strengthen the synergy between innovation and green development.For regions,we should strengthen innovation and industrial cooperation among cities,considering the spatial differences of economic development in different regions.Policies should be taken to improve the overall stage of regional economic development according to local conditions.
