Visitor management, as one of the basic parts of all kinds of tourist destinations, is a process to achieve visitor satisfaction and destination satisfaction by modern management approach. Visitor management for cities which are the biggest destination in present world will perfect their tourism management systems, model high quality tourist destination and drive sustainable development of urban tourism.Studies on visitor management from various aspects at home and abroad attach more importance to visitor management for scenic spots destinations, especially protected areas and focus on visitor management approach and techniques. More studies on visitor management for cities and operational mechanism are not available. It remains approved that means of visitor management for scenic spots apply to cities.Beginning with defining related concepts, based on the analysis of present situations of visitor management for cities at home and abroad, this paper finds that visitor management for cities is short of regular models and operational mechanism which are just the main contents of this paper. Next, based on systematic analysis on factors affecting model construction of visitor management for cities which include five: visitor experience and visitor responsibilities of urban tourism, responsibility and interests of stakeholders, characteristic of urban tourist destinations, goals of visitor management for cities, shortcomings and strongpoints of visitor management model for scenic spots, visitor management model of for cities: interests-responsibility bidirection and multiside relation oriented visitor management model is offered. This model inherits and develops from visitormanagement models for scenic spots, includes all stakeholders of urban tourism into the same system, regards visitor management as relation management between visitor and stakeholders, pursues bidirection interests and responsibility: each stakeholder gains interests and bears responsibilities. This model, to maximum extent, embodies the justice principle of visitor management and become the best one of visitor management.Based on relation-oriented visitor management model, the operational mechanism of visitor management for cities is discussed. The basic procedure is firstly discussed, and the contents and objects, the main body and means, motivating and support mechanism and control are further studied one by one. In the end, index system of performance evaluation of visitor management for cities is constructed.Studies on visitor management for cities of this paper make up the shortcomings of studies on urban tourism and visitor management. The fruits about visitor management model and optional mechanism for urban tourism is an important guidance to visitor management of cities.
