China is a large agricultural country, which is relatively short of agricultural resources. The constraint of resources, policy and system of agricultural development is becoming more and more evident. Agricultural development is faced with a sense of problems, such as lack of efficient protective measures for agricultural production, rapid rise of the costs for agricultural production, low prices of agricultural products, weak growth of earnings of peasants, and so on. In the pas, there is no sufficient protection for agriculture in China, and the entry of WTO prevents China systematically from taking the way of agricultural protection. Nevertheless, WTO frames an efficient system of agricultural production and trade, which can make full use of comparative advantages, and offers an opportunity to turn traditional agriculture into modern agriculture. Therefore, what comparative advantages (disadvantages) there are and how we give full play to advantages (to avoid disadvantages) is a realistic problems facing China Agriculture. This thesis makes a preliminary research into these questions mentioned above from the angle of the trade of Sino-America agricultural products.Logically speaking , this thesis follows the basic procedure of realistic problem—theoretical analysis—influence of trade policy—suggestion.At first, the thesis reviews current conditions of agricultural production in China and America and trade of agricultural products between the two countries. And points out the comparative advantages of the two countries and some problems existing. After the analysis of the motivation for the development of trade of agricultural products in the two countries, and the multilateral trade agreement for international agricultural products and its influence based on the comparison of trade policies in the two countries, the thesis reaches a conclusion that the realistic problem of Sino-America trade in agriculture should be well understood and that sever faults of trade policy for China agricultural products will prevent China from turning traditional agriculture into modern agriculture. In the light of the conclusion, this thesis puts forward somepreliminary suggestions of further improvement of China trade policy for agricultural products with reference to experience of America trade policy for agricultural products on the condition of the implementation of the promise of entry of WTO.As far as the theory and methodology in the study are concerned, basic theories of different categories of economics including agricultural economics, international trade and international economics are applied to make the research more scientific and objective in theory. Much information is obtained from website of relevant departments covering Ministry of Agriculture, Ministry of Commerce, General Administration of Customs, and State Statistics Bureau and all kinds of statistical yearbooks to make the research more purposeful and objective in practice. A number of empirical research results of others in relation to agricultural products are borrowed and quantities means of charts and comparative qualitative means of summary and analysis are resorts to in this thesis.
