At present,with economy developing gradually in China,the competition among enterprises is more intense,and the communication industry facing fierce competition.At the same time,the development of the communication industry also difficult because of the pressure of the rising human cost,poor market sales and poor management within enterprises.This requires communication enterprises to constantly improve their own management system,to face pressure and problems which will arise in the future.Performance evaluation system as an important part of enterprise management,it can help enterprises break through the bottleneck period,improve the competitiveness of the enterprise,and promote the stable and sustainable development of enterprises.Through in recent years,the Balanced Scorecard performance management and the relevant theoretical knowledge has become famous,as well as the domestic and foreign application of BSC.In this paper,we concluded that the balanced scorecard will be the advanced performance management tool which is introduced to the performance management in the actual enterprise,to improve the enterprise competitiveness,improve enterprise management level,to promote the sustainable development of enterprises play a crucial role.Aowei Ltd.want to build a reasonable performance evaluation system,firstly,we must understand their own situation,we could use the questionnaire survey and qualitative interviews to find answer.There is also enough theoretical guidance,and literature research method can be used to obtain relevant literature materials.The construction of new performance evaluation system must follow in certain process.To find out the existing communication problems in the current performance evaluation system,then analyses the reason why these problems happened.Then analysis communication necessity of introducing the balanced scorecard,and pave the way for the construction of the new performance evaluation system.The next step is to build a new performance evaluation system,including determining the strategic theme of the enterprise,drawing the strategic map,selecting the enterprise performance evaluation index and using expert scoring method to determine the index weight.In order to ensure the smooth implementation of the new performance evaluation system,it is necessary todo the preparatory work before implementation,and the performance evaluation results should be timely feedback and application.There is a certain degree of innovation in the process of research.In terms of index selection,some indexes,such as equipment utilization,production plan completion rate and inventory turnover rate,are selected to reflect the characteristics of the company.At the same time,the market orientation is used to introduce customer evaluation indicators,such as customer retention rate,customer satisfaction rate and so on.In the implementation of the new performance evaluation system,the innovation from the four dimensions of the balanced scorecard,to develop security measures.
