With the reformation of banking industry, the management environment of commercial bank has experienced tremendous change. It also influences the competition structure among Chinese commercial banks intensively. To get success in competition, commercial banks attach great importance to strategic management. And expresses higher claim on performance evaluation, expect to achieve more information related to strategic decision and sustainable development. But the performance evaluation system available in commercial banks now only emphasizes on reflecting historical data, it no longer suits to the new situation's need and cannot make comprehensive evaluation on the bank's management result. Therefore, for the commercial banks in China, a scientific and rational evaluation system bears real significance on the exaltation of competitive edge.This essay begins with reviewing the development history of the traditional performance evaluation system and points out its insufficiencies on the ground. Through expounding the new circumstances and challenges faced with Chinese banking industry, the article tries to introduce the strategic management into the performance evaluation of banks. And then, this article demonstrates the applicability of the balanced scorecard in banks. Based on it, this paper establishes the commercial bank performance evaluation system in China under management concerned, which contains four aspects: finance, clients, interior operation, learning and development. It not only analyzes the financial index systematically, but also probes on the non-financial index, which combines qualitative analysis with quantitative analysis. At last, since the banking industry is confronted with complicated management risk. Therefore, this essay takes the risk factor into consideration, which make the system more practical and comprehensive.
