Research On The Consummation Of Housing Guarantee System For Residents In Cities & Towns In Zhu Zhou

Housing Guarantee System(HGS) was established along with the development of social economy.the differentiation of incomes and the reform of housing policies.It is a system through legislation by the state government to carry out distribution and redistribution of national income,and ensure fundamental housing rights for low-income families,especially those with special difficulties.Zhuzhou is an industrial city,as a number of enterprises went bankcrupcy, shut down or reformed,thus a lot of workers were laid off or out of job.The housing problems of residents in cities and towns seem very serious.It is urgent to establish and consummate a housing guarantee system for residents in Zhuzhou.Since the establishment of housing system Reform in 1994,Zhuzhou has made a significant exploration into housing guarantee which chiefly focused on guarantee patterns:A system of housing provident was established to improve capital utilization ratio;The construction of applicably economical apartments was strengthened to satisfy the demands of low-income families;An allotment system of housing currency was established to enhance the housing consumption ability of redidents;Tax mitigation was carried out to develop second-and third-level housing market,which has made grerat achievements.However,because of various reasons there is still much to be improved,which includes:no specific regulations of housing guarantee system;no definite housing guarantee targets,objectives,levels and standards,patterns,administrating institution as well as stable capital source.There exist a lot of malpractices in patterns of housing guarantee system.The author has studied the housing guarantee systems of such developed market-oriented countries as Britain, America, Japan and Singapore, and also systems of such big cities as Shanghai, Guangzhou and Tianjin, and has got some enlightenment, and combining with the conditions of economic development, the financial payment ability, the housing of residents and their income levels the author proposes an assumption: The guarantee principle should that of basic guarantee, of multi-level and of diversification; The guarantee targets should be the families of low-income residents; The guarantee objectives be 30 square meters per capita by 2010 which will be realized in three stages; The guarantee patterns be supporting patterns of housing supply, of buying/constructing and of renting; The guarantee institution be the housing guarantee office in Zhuzhou Bureau of Real Estate Administration; The guarantee fund is by way of public financial budget. Housing guarantee should be included in other social guarantee system as a systematic project to be established and perfected.The paper tries to provide decision-making enlightenment for the establishment and perfection of housing guarantee system of Zhuzhou Municipal Government,and looks forwardto solving housing problems.The author believes that the housing guarantee system which suits the characteristics of Zhuzhou will be established and perfected with the economic development in Zhuzhou.
