Housing Guarantee System For The Urban Low-income Families In Jiangsu Province

Now China is in rapid economic development and urbanization period ,and how to establish and improve housing guarantee system for the low-income families in urban areas is becoming one of important steps on the way of constructing socialistic harmonious society .In the past few years,we have made some achievements on the work of housing guarantee. But ,at the same time,there were many questions appeared,and this seriously affected the government promoting the work of housing guarantee and solving housing difficulties of low-income families. In the final analysis,the existence of these problems was resulted from our housing guarantee system not perfect.Therefore,this thesis taking Jiangsu Province as an example,aims at establishing a housing guarantee system for the urban low-income families in Jiangsu Province,and provides decision-making reference for the government solving the housing problems of the low-income families in urban areas.First of all, the housing guarantee policies in our country and detailed regulations in Jiangsu Province are analyzed in this thesis.Then it takes several typical cities in Jiangsu Province as object of study to analyze problems existing in present housing guarantee system.Based on studying gradient consumption theory and housing filtering theory,and studying deeply on Ohls's ADP Model,the thesis builds a housing filtering model suit-able in our country.Then through the investigation on income distribution of urban residents,housing cost of developers and housing maintenance expenditure in Nanjing,the thesis compiles program by using MATLAB to imitate the housing market in Nanjing,and then uses the simulated results to evaluate the implementation of present housing guarantee policies.The thesis also researches housing guarantee policies in part of the developed countries and Hong Kong,and summeds up some considerable experience we should learn from.Finally,it establishes a housing guarantee system for the urban low-income families in Jiangsu Province,in which there are two main guarantee modes——ensuring houses and currency subsidization in non cash way ,and introduces a non-profit institution——housing guarantee center,which takes charge of implementation of housing guarantee.
